Utah’s Sex Offense Registry Moves to Title 53 (Effective May 7, 2025)
For many years, Utah’s sex-offense, child-abuse, and kidnapping-offender registries were located in Title 77 of the Utah Code. During the most recent legislative session, Utah lawmakers reorganized these statutes, moving all registry provisions to Title 53 — the Utah Public Safety Code, effective May 7, 2025.
This change matters. The Utah Department of Public Safety manages the state’s offender registry system, so relocating these sections into the Public Safety Code is meant to create a more consistent and unified approach.
What Changed in 2025?
Before the restructuring, the sex-offender, child-abuse-offender, and kidnap-offender registries were spread across multiple statutory sections in Title 77. Now, under the updated framework, all three registries are consolidated into one statutory scheme in Title 53.
